your discretion add an explanation regarding the confusion

of the Haiyuan with the Haiyu on the lines of Shanghai Embassy

telegram No. 532 to Foreign Office, but it would seem desir-

able to avoid going into details so far as possible since we

do not wish to give the Japanese authorities the impression

that they are entitled to call for information in each and

every case of transfer to British flag.

The present position as regards the Haiyu and other

steamers being registered in the name of Marden is given in

the telegrams referred to in my telegram No. 301 to Shanghai

Embassy.

Repeated to Shanghai Embassy No. 302 and Hongkong

unnumbered.
